In order to comprehensively strengthen the fire prevention work of large-scale commercial complex, the Fire Rescue Bureau organized Shanxi, Guangxi and other fire rescue corps to adhere to the problem orientation and focus on fire prevention in accordance with the relevant fire laws and regulations, fire technical standards and "fire safety management rules for large-scale commercial complex (Trial)", combined with the previous fire lessons of large-scale commercial complex and the actual situation of front-line fire supervision and inspection In order to identify the risk of fire, the risk of death and the risk of fire spreading, the fire risk guidelines for large commercial complexes (Trial) (hereinafter referred to as the "risk guidelines") and the fire risk inspection guidelines for large commercial complexes (Trial) (hereinafter referred to as the "Inspection Guidelines") were studied and formulated. The following requirements are put forward for implementation:

1、 We will carry out publicity and implementation in an all-round way. The "risk guide" and "inspection guide" can be used when the complex carries out its own fire management and inspection guidance of fire rescue agencies. All localities should quickly organize and hold mobilization and deployment meetings, do a good job in publicity and training, make clear the work requirements, and do a good job in implementation in combination with the establishment of large-scale commercial complex fire safety management pilot demonstration. It is necessary to organize the fire safety responsible person, manager and relevant operation management team of large commercial complex to carry out centralized training, urge the complex to carry out internal staff training, give special lectures and explain the content requirements of "risk guide" and "inspection guide". All localities can adjust and improve the "risk guide" and "inspection guide" in combination with local conditions, and print and distribute corresponding work manuals and posters. The management team of the complex should be clear about the overall fire risk and inspection methods of the complex, and the managers and employees of all kinds of shops and business places should be clear about the fire risk and inspection methods of their own places. The fire risk, safe evacuation risk and spreading risk in the risk guide can be publicized and posted in the public area of the complex, and the fire risk of main places and equipment rooms can be publicized and posted in different types of sites.

2、 We should strengthen the unit's self-knowledge, self-examination and self-improvement. All localities should fully implement the system of self-knowledge, self inspection, self correction and public promise of fire risk in complex, take the "risk guide" and "inspection guide" as the main contents, guide the complex to establish and improve the fire risk hierarchical management and control mechanism, and strengthen the independent management of fire safety. The fire safety responsible person and manager of the complex shall regularly lead the team to carry out fire safety inspection, and the commercial management, property, engineering and other departments shall participate in the inspection, identify risks and find hidden dangers in accordance with the risk guide, inspection guide and relevant requirements, supervise the rectification in time, and strictly manage rewards and punishments. All kinds of shops and business places in the complex should also carry out self-knowledge, self inspection and self correction of fire risk in accordance with the "risk guide" and "inspection guide". For the complex of chain operation and management, the headquarters and detachment should take the initiative to communicate and coordinate, strengthen the technical guidance service, focus on the district or regional commercial management team, and implement the fire safety access requirements when inviting investment and renting.

3、 Strengthen fire supervision and inspection. According to the "double random" supervision and key supervision work deployment, all localities should strengthen the fire supervision and inspection of complex, optimize the inspection methods and spot check test contents. To carry out supervision and inspection on the complex, the management unit shall be informed in advance, and the person in charge of fire safety, the manager and relevant personnel of commercial management, property management, engineering and other departments shall be informed to participate in the inspection. For super large complex with complex structure, experts in design and construction, building structure, water supply and drainage, electrical engineering, facility maintenance and other related fields can be invited to form a team for inspection, and the local fire rescue station can be informed to participate in the inspection and test as needed. Inspectors should carry the required fire supervision and inspection equipment and law enforcement recorder. When carrying out the inspection according to the law enforcement process, they should refer to the "risk guide" and "inspection guide" to spot check and verify the implementation of fire risk self-awareness, self inspection and self correction, and seriously deal with the fire safety violations and fire hazards found in accordance with the law.
